A new Education Branch for the Conseil scolaire francophone provincial de Terre-Neuve-et-Labrador (CSFP)
Michael Clair, Chair of the Conseil scolaire francophone provincial de Terre-Neuve-et-Labrador (CSFP), is pleased to announce the appointment of Ms. Selena Mell to the position of Chief Education Officer. “Ms. Mell has a wide variety of experiences and training, both in Canada and abroad,” said Mr. Clair. “She demonstrates a passion for French-language education in a minority setting, has experience at all levels of the education system, and has led numerous leadership and professional development programs in education.”
Ms. Mell is originally from Quebec and completed a Bachelor of Arts and a Bachelor of Education at Mount Allison University in New Brunswick, as well as a Master of Education at Gonzaga University in Washington State. She is currently enrolled in the Doctor of Education program at William Howard Taft University in Denver, Colorado.
Ms. Mell is proficient in both French and English and holds a certification in special education. She began her career with French Immersion and French as a Second Language programs in British Columbia.
She then continued her international career as a K-12 educator and leadership coach in the United Arab Emirates; vice-principal in a bilingual (English/Spanish) kindergartento grade 12 school in Chile; principal of an elementary school (English/German) and director of education (K-12) in Germany; and principal of a secondary school 10-12( English/Mandarin) in China.
Ms. Mell returned to Canada in 2020 to take the position of School Superintendent and Chief Executive Officer for the Kelsey School Board in The Pas, Manitoba. “I look forward to applying all my knowledge and experience to the benefit of the Francophone community in Newfoundland and Labrador,” said Ms. Mell. “My leadership style is inclusive, as well as engaging and supporting students and teachers, connecting with the community, encouraging students’ personal growth and academic success.”
Ms. Mell will take up her position on October 3, 2022.

A New Director of Education for the Francophone School Board
Michael Clair, Chair of the Conseil scolaire francophone provincial (CSFP), the province’s Francophone school board, is pleased to announce the appointment of Ms. Selena Mell as the new Director of Education. “Ms. Mell possesses a high level of qualification and a wide variety of experiences, in Canada and internationally,” said Mr. Clair. “She demonstrates a passion for French education in a minority setting, has experience at all levels of the education system, and has directed a number of leadership and professional development programs in the field of education.”
Ms. Mell is originally from Quebec. She completed a Bachelor of Arts degree and Bachelor of Education degree at Mount Allison University in New Brunswick, as well as a Master of Education at Gonzaga University in Washington state. She is currently enrolled in a Doctorate of Education program at William Howard Taft University in Denver, Colorado.
Ms. Mell is fluently bilingual in French and English and holds a certificate in special education. She began her career teaching in French immersion programs and in French-as-a-second language programs in British Columbia.
She then pursued her career at the international level as a teacher and leadership coach (K-12) in the United Arab Emirates; as associate director in a K-12 bilingual school (English-Spanish) in Chile; as director of a primary school (English-German) and director of education (K-12) in Germany; and as principal/director of a secondary school (English-Mandarin) in China.
Ms. Mell returned to Canada in 2020 to accept the position of Director of Education and CEO of the Kelsey School Board in The Pas Manitoba. “I am looking forward to putting into practice all my knowledge and all my experience to the benefit of the Francophone community of Newfoundland and Labrador,” said Ms. Mell. “My style of leadership values inclusion, as well as the engagement and support of students and teachers, links with the community, and the personal growth and academic success of students.”
Ms. Mell will begin her tenure on October 3rd, 2022.
